Escritor y teórico, nace en París en 1956. Pasa su infancia en Bruselas y durante 3 años es compañero de pupitre de François Schuiten, con quien llevará a cabo Las ciudades oscuras en el futuro. Tras su paso por el mundo académico, debuta en la narrativa. Ha publicado 3 obras especializadas en Hergé que se han convertido en estudios clásicos.

En 1983, empieza la creación de Las ciudades oscuras, en Casterman, traducido a una decena de lengua. En ella, Peeters y Schuiten ensayan el relato bajo todas su formas y todos los modos de relación entre imagen y texto.

Desde 2001 es consejero editorial en la editorial Casterman.
