Januar 1904 in Dsseldorf) war ein fumalender Kunstmaler. Siepen wurde im Jesuitenhof in Dren mit einer Behinderung geboren. Er hatte keine Arme und an seinem rechten Bein fehlte der Oberschenkel. Fr die tglichen Verrichtungen nutzte er den linken Fu. Schon frh erkannte der Drener Dechant Vaaen, ein Frderer des Muttergotteshuschens, die knstlerische Begabung von Siepen. Nach den ersten zeichnerischen Werken in Dren wollte er zur Dsseldorfer Malerakademie. Er studierte dort bei Professor Julius Roeting und Prof. Andreas Mller. Danach wechselte er an die Kunstakademie Dresden und spter an die Kunstakademie Mnchen, bevor er sich 1886 in Dsseldorf niederlie.
