Das vorliegende Buch analysiert transintentionale Steuerungseffekte bildungspolitischer Reformen im deutschen Bildungssystem aus einer ökonomischen Educational-Governance-Perspektive. Im Zentrum steht die Frage, wie unbeabsichtigte, aber systematisch erklärbare Reformfolgen entstehen, wenn Anreizstrukturen und strategische Interaktionen zwischen Bildungsbürokratie und Lehrenden nicht hinreichend berücksichtigt werden. Aufbauend auf einem Makro-Mikro-Makro-Modell und unter Rückgriff auf spieltheoretische Modellierungen wird untersucht, wie aus rationalen Einzelentscheidungen kollektive Reformdysfunktionalitäten entstehen. Die theoretische Fundierung erfolgt durch die Verknüpfung institutionenökonomischer Überlegungen mit der Steuerungsperspektive der Educational Governance. Die Untersuchung trennt systematisch zwischen intendierten und transintentionalen Effekten von Reformprozessen und weist nach, dass transintentionale Wirkungen vornehmlich aus unzureichender institutioneller Koordination resultieren. Methodisch werden komplexe Interaktionsbeziehungen spieltheoretisch modelliert. Lehrkräfte und Bildungsverwaltung agieren dabei in einem "Steuerungsspiel", dessen Dynamik wesentlich durch diskretionäre Handlungsspielräume und institutionelle Ambiguitäten geprägt ist.
